Miramar Parkway Academy has been fined a stunning $260,800 by the Florida High School Athletic Association for “major violations by its athletic program”. In addition, the entire athletic program has been placed on five years of restrictive probation, three more years of administrative probation and the football program has been placed on five years restrictive probation and three years additional administrative probation. Parkway is also banned from participating in the state series in any sport for five years.
The penalties stem from multiple violations, the FHSAA said in its announcement, including numerous counts of student-athlete ineligibility. In its investigation, which began in the 2008-09 but continued when more complaints were filed by member schools, the FHSAA claims to have found 32 violations of its bylaws and policies.
“It is not only the tremendous number of FHSAA bylaws and policies that have been violated by Parkway Academy, but also the egregiousness of those violations that are so appalling,” Executive Director Roger Dearing said in a statement. “This investigation, which took more than four months to complete, along with the subsequent report and findings, represent the most serious levels of offenses with which the Association has had to deal in recent years. A detailed review of the 25-page letter to the principal exhibits that not only was there an unfamiliarity with some of the Association’s bylaws and policies, but there was a total disregard for a number of others as well. It is obvious to the Association staff that there is a tremendous lack of administrative oversight and institutional control of the school’s athletic program.”
The school has 10 days to appeal the findings and penalties. Parkway has the option of leaving the FHSAA instead of paying the fines but would have to pay them if it ever wanted to be reinstated.
The school already had forfeited nine varsity football games this past season and was not allowed to participate in the postseason and Parkway was on probation for previous violations in girls basketball.
Parkway’s girls basketball team won the 3A state title in 2009 and 2008, and reached the state final in 2007. In 2010, Parkway eliminated Delray American Heritage in the regional semifinals and lost in the state semis to Gainesville PK Yonge.
